02The Marketplace

How the government buys.

i.

Federal contracting

Federal agencies publish solicitations, sources sought notices and awards on SAM.gov. Many service contracts are set aside for small businesses and run for a base year plus options.

ii.

State government procurement

Each state runs its own purchasing system, vendor registration and bid portal, with rules and preferences that differ from the federal process.

iii.

Local government contracts

Cities, counties, school districts and transit agencies post work on their own sites and regional portals, often with shorter timelines.

iv.

Subcontracting opportunities

Large primes need capable small businesses to perform portions of their contracts and meet subcontracting goals.

v.

Prime contractor relationships

Long-term relationships with primes create access to work that is never openly advertised to small firms.

vi.

Procurement research & discovery

Spending history, agency forecasts and recompete timing show where opportunities will appear before they post.
